The unusual situation of having the foreign nobles governing the area’s cities, worked nearly without flaw for over 900 years. A Falian noble family defended each city, who were designated the “Warders of the Keys”. The practice ended after the Artifician revolt in Novarum 100 years ago.
All free people in Novarum are part of a unique process where they can choose who establishes the laws of the land, and who enforces them. Though this government and the enforcement of justice has slowly evolved to resemble the feudal system present in Falia and the rest of The Empire. The senate still exists in each city, as does the Grand Senate, but their role in the government is now mostly as a figurehead, with the power residing in the noble families.
